“Safe-Zone”- An enabling platform for compliance with international/ national export-controls Gopal Bhushan & Eyal Bar-Or I srael and India celebrate the 30 th year of country-to-country diplomatic relations this year. The friendship between countries has matured and progressed with each passing year. Both countries have several high-impact collaborations in security, defense research and technology, military purchases, industry-to-industry cooperation, agriculture, water management, and hosts of other reciprocally profitable partnerships, importantly sharing a common vision for global peace and security. The interest is mutual and the relationship is deepening with complementing political support. Todays’ India is in the midst of a great technological transformative revolution. The country subscribes to the vision of “Make-in-India” leading to “Aatmanirbhar Bharat” i.e., a self-sufficient and self-reliant nation and an important partner in the global supply chain. India has set its sights on $ 5 billion defense exports and $ 25 billion in domestic defense industry turnover by 2025 . Achieving a target of thismagnitude necessitates international partnerships with countries that possess advanced technologies andsupporting industrial bases. Global Trade & Export Restrictions Defensetradeand innovative/high-end technology cooperation/acquisition/ tradeare subject toanumber of export restrictions as a result of various multilateral technology-controlled regimeswhich restrict and collectively regulate exports of (direct) military applications and (indirect/dual-use) civilian goods and technologies (equipment, materials, software, and technology, including data and know-how) which could havemilitary or strategic use in development and production of military equipment. Falling in compliancewith regulations often leads to delays in exports, loss in business (credibility andfinancial) and monetary penalties, criminal charges, imprisonment, and other tangible/ intangible losses besides slurring the country’s image of a responsible international trade partner. Some countries like the U.S.A. routinely imprison persons responsible for the wrongdoings, if so determined. The Need for Safe-Zone (SZ) System With this insight, the Safe-Zone (SZ) System has been developed as the world’s first universal defense and dual-use export control platform that examines, analyses, and investigates the products, materials, and components, and classifies them in accordance with international regimes, EU-List, ITAR, EAR as well as the U.S and UN sanction lists. The technology-driven platform SZ, alleviates all shortcomings and helps improve efficiencies, and makes the processes seamless for intended businesses. It is a valued proposition, which is efficient, fast, accurate, comprehensive, and transparent. It helps create an empowering environment both for the private sector and government through its query-based processes.
