Possible Amendments to Private Security Agency
Regulation (PSAR) Act
The police to citizen ratio at the all-India level are about
117 policemen for every 100,000 people, which is much
lower than the UnitedNations standard of 222. The change
in lifestyle of the last few years have boosted demand for
private security services, with corporate offices, hotels,
residential complexes as well as individuals becoming
more concerned about security.
The Man Guarding Industry forms a large portion of
the Indian Security Industry, which is regulated by
Private Security Agencies (Regulation) Act, 2005- PSARA
ACT. This ACT needs to be relooked for appropriate
amendments.
Challenges
The possibility of sale of weapons and other equipment to
forces opposing peace and order has prompted putting
in place strict licensing restrictions.
Uncertainty over the ability of public sector units and
Ordnance Factories to face competition from the private
sector has further hindered issuance of fresh licenses and
renewal of permits for existing firms.
Neither the Ministry of Defence nor the Ministry of Home
Affairs is bound by existing policy to offer guarantee of
purchaseon systems andequipment. Under theguidelines
for licensing production of arms and ammunition, the
Government is required merely to make its acquisition
plans publicly known.
A combination of these factors raises the entry costs for
willing private sector participants in the internal security
sector relative to expected gains, despite widespread
acknowledgement to a multitude of opportunities.
Appreciable growth in India’s aerospace exports since
2006 confirms that given a conducive policy environment
– with adequate checks and balances – Indian industry is
more than capable of meeting the Government half way
in rising to the challenge of ensuring security and stability
within the nation’s territories.
